Social Housing Construction Soars in Spain: What It Changes on the Costa del Sol

La vivienda protegida se dispara en España: qué cambia (y qué no) en la Costa del Sol

Spain completed 5,215 social housing units between January and March 2026, 74.9% more than a year earlier and the best first quarter since 2012. That is good news for the country as a whole, but its effect on the Costa del Sol is limited: nearly 60% of those homes were delivered in Catalonia, and protected housing is not designed for the international buyer looking for a second home or an investment in Malaga.

How much social housing is Spain actually building?

The first-quarter figure breaks a drought of more than a decade. After the collapse that followed the 2008 crisis, protected development shrank to token numbers; the push from recent public housing policy is now finally showing up in finished buildings, not just in press releases. These are the quarter's key figures:

  • 5,215 social housing units completed, up 74.9% year on year.
  • The strongest start to a year since 2012, fourteen years ago.
  • Catalonia accounts for around 60% of the quarter's deliveries.
  • 21,155 final and 19,613 provisional approvals for protected refurbishment.

The geographic concentration is the decisive nuance. A national rebound of 74.9% sounds like a market turning point, but if six out of ten homes are delivered in a single region, the supply relief reaches the rest of the country very unevenly.

Private housing is accelerating too: an 18-year high

The movement is not limited to protected housing. Private development has strung together several quarters of recovery, and financing and employment indicators are following suit, a sign that the construction cycle is real rather than an isolated statistical spike.

Indicator (Q1 2026) Figure Year-on-year change
Social housing completed 5,215 +74.9%
Private housing completed 25,480 +17.8%
Private housing started 39,196 +12.7%
New mortgages signed 131,554 +9.7%
Construction workforce 1.74 million +7%

The 39,196 private homes started are the highest first-quarter figure in eighteen years. On top of that, 80.5% of purchases were financed with a mortgage, the best share in twenty-three quarters: credit is back and it is supporting domestic demand. The sector added 114,300 workers in a year, reaching 1.74 million people employed.

Will prices fall in Málaga and on the Costa del Sol?

In the short term, no. Even if construction speeds up, output is still far below household formation, and on the Málaga coast prime buildable land is a scarce resource that no social housing policy can manufacture. Our Costa del Sol market report, built from EVS PROPERTY GROUP's live listings and updated every month, shows where asking prices stand today:

Municipality Median price €/m²
Marbella €949,000 €5,833
Estepona €649,250 €4,612
Fuengirola €569,000 €5,351
Málaga city €628,000 €4,688
Mijas €542,500 €4,133
Costa del Sol (overall) €650,000 €4,613

These are asking prices across 8,773 active listings in July 2026, not closing prices. The contrast with the national debate is obvious: the international second-home market in Marbella, Estepona or Benahavís plays in a different league from social housing, and it runs on different engines: the climate, Málaga airport's connectivity and foreign demand backed by its own capital.

Can a foreign buyer access social housing?

In practice, almost never. Social housing requires income caps, local registration, use as a primary residence and a minimum holding period, on top of clearing a regional quota or lottery. It is designed for middle- and lower-income residents, not for international buyers or investors. Anyone buying on the Costa del Sol from abroad operates, almost by definition, in the open market.

What it means for buyers and investors

  • More construction under way means more off-plan options over the next two or three years, especially in inland Mijas, eastern Estepona and the Málaga city corridor.
  • Mortgage credit is flowing again: with 80.5% of purchases financed, buyers using a mortgage are no longer at a clear disadvantage against cash buyers.
  • A sector with 114,300 more workers lowers the risk of delivery delays, the big off-plan problem of 2023 and 2024.
  • Do not expect price corrections in front-line locations: protected supply is concentrated far from the Málaga coastline.

Conclusion

The rebound in social housing is the best structural news for the Spanish market in fourteen years, but it is not the lever that will move Costa del Sol prices. What does matter here is that more developments are under way, more financing is available and there is more capacity to build. Frequently asked questions

What exactly is a VPO or social housing unit?

It is a home with a maximum price set by the authorities, aimed at buyers or tenants who meet certain income limits. In exchange for the favourable price, it carries restrictions on resale, letting and use for a period that usually runs from 10 to 30 years depending on the region.

How much social housing was completed in Spain in 2026?

In the first quarter of 2026, 5,215 social housing units were completed, 74.9% more than in the same period of 2025 and the best start to a year since 2012.

Does social housing affect prices in Marbella?

Very little. Marbella is an international second-home market with a median price of €949,000 and €5,833/m², driven by foreign demand and scarce land. Protected development is concentrated in other regions and in property types that do not compete with that segment.

Is it a good time to buy off-plan on the Costa del Sol?

The rise in housing starts and available labour reduces the risk of delays and widens off-plan supply. Even so, it is worth checking the building licence, the bank guarantee covering your staged payments and the developer's track record before signing.
